Producing a Pacific guidebook that helps policymakers design and implement locally appropriate container-deposit schemes.

The challenge

Container Deposit Schemes (CDS) are increasingly recognised as a key entry point for developing circular economies in the Pacific Islands, reducing waste while promoting recycling and creating economic opportunities. Funded by the Japan International Cooperation Agency (JICA) under the J-PRISM II programme, a guidebook was needed to detail the strategic design and implementation of CDS tailored for Pacific Island Countries and to serve as a blueprint for policymakers adapting these systems locally.

How we worked

Lead author Alice Leney, a seasoned expert in CDS development across four Pacific Islands, drew on two decades of experience to compile the 100-page Guidebook, consolidating data and lessons learned from existing schemes into an authoritative resource for government officials and development partners. Despite the challenges posed by the COVID-19 pandemic, the J-PRISM team — dispersed across the region — collaborated remotely to gather critical input, extending their efforts to relevant ministries and agencies to ensure the Guidebook is rooted in local contexts and practical for policymakers. In August 2024, Alice presented at the 4th Clean Pacific Roundtable event in Tuvalu.

Outputs

01 "Container Deposit Schemes for the Pacific Islands: A Guide for Policymakers" — a 100-page guidebook detailing the strategic design and implementation of CDS for Pacific Island Countries, with case studies from across the region.

Outcomes

Empowering local policymakers For partners in the Pacific, this Guidebook is more than just a document — it demystifies the complex processes of designing and implementing CDS. By equipping local policymakers with detailed steps and best practices, it helps ensure that feasibility studies are high-quality, relevant, and tailored to local needs. The Guidebook is distributed through the networks of the Clean Pacific initiative and the Clean Pacific Roundtable events, making it accessible both electronically and in hardcopy thanks to the Secretariat of the Regional Environment Programme (SPREP) and JICA.
